Melt the butter in a large pot over medium heat.
Add the beef and brown it on all sides.

Simmer for about 30 minutes.

Continue cooking until the beef and potatoes are tender.
Stir in the tomato paste, minced garlic, and red wine.
Simmer for another 10 minutes.
Season with salt and freshly ground black pepper.
